The strap is one of two things, one structural, one fairly useless. Structural would be the rear engine plate, and if it's that, pass, the frame is wasted. If it is the bottom strap from the exhaust hanger bracket, have it torched off, it is sort of a redundancy. The price is a bit high, unless the bike is otherwise cherry. Check the blue book on it, drop a couple hundred for the damage you listed if it is the exhaust hanger bracket, and see what they say. Brand new is only $1200 or so higher. If you've already got your heart set on it, which you seem to, and if the frame checks out sound, make the call for yourself. It would make you a nice ride.
